Expertise from business and science
The University Council is the highest supervisory body of Hamm-Lippstadt University of Applied Sciences. Its tasks include counseling the Presidential Committee on strategic issues and supervising its management. The members are appointed for a period of five years and work on an honorary basis. They meet several times a year to discuss the further development of the university.
The current University Council of Hamm-Lippstadt University of Applied Sciences consists of six external representatives from business and science, as well as two internal university representatives:

In accordance with Section 21 of the Act on the Higher Education Institutions of the State of North Rhine-Westphalia (Higher Education Act – HG), the tasks of the University Council include, in particular:
- participating in the election and dismissal of the members of the Presidential Committee,
- making recommendations on the university development plan,
- approving the draft university agreement with the state,
- approving the business plan, entrepreneurial university activities, the establishment of a foundation, and the assumption of other tasks,
- issuing a statement on the accountability report of the Presidential Committee and on the evaluation reports,
- issuing statements on matters of research, art, teaching, and studies that affect the entire university or central institutions or are of fundamental importance, and
adopting the annual financial statements, the resolution on the appropriation of the annual financial statements or the treatment of a net loss for the year, and the discharge of the Presidential Committee.
In addition, the University Council appoints the auditor for the annual financial statements, based on a recommendation by the Chancellor for the area of financial and personnel administration, and is responsible for determining how to allocate the annual surplus or address an annual deficit. As the highest administrative authority, as defined by civil service legislation, the committee is also responsible for numerous important decisions regarding the employment status of civil servants at the university.
